Finance Ministry Announces Implementation of "Program Budgeting" Starting with Electricity Sector and Two Provinces

The Iraqi Ministry of Finance announced the launch of the first phase of the "Program and Performance Budgeting" system, which will cover the electricity sector and the provinces of Al-Diwaniyah and Salah Al-Din, as part of a strategic plan aimed at gradual expansion to include all state institutions over the next three years. Minister of Finance Faleh Sari explained during an official meeting with the Parliamentary Finance Committee that the selection of the Ministry of Electricity was due to the massive financial expenditure this sector has witnessed in recent years without achieving the desired goals. This necessitates the shift towards program budgeting to ensure funds are directed toward measurable results and sustainable solutions. He added that the inclusion of Al-Diwaniyah and Salah Al-Din stems from the urgent need to accelerate service and developmental projects there, ensuring that financial allocations are invested according to actual priorities. The meeting also addressed the evaluation of the current financial situation and the measures taken to fulfill financial obligations, along with efforts to maximize non-oil revenues. The gathering witnessed full consensus between the executive and legislative branches on the priorities of financial reform to ensure the success of the upcoming budget draft and achieve the goals of comprehensive administrative and economic reform.
