Intensive dialogues among Iraqi political blocs continue in the capital, Baghdad, in a stumbling attempt to reach a final consensus on forming the new government. These ongoing efforts face several legal and political obstacles, most notably deep disagreements over the interpretation and definition of the parliamentary "largest bloc." Additionally, the struggle over nominating prominent figures for sovereign ministerial portfolios is further delaying the completion of constitutional obligations on time and increasing frustration among the Iraqi public.
