The Parliamentary Finance Committee is moving toward enacting the draft Borrowing and Grants Law amid the absence of a general budget law. This step aims to provide the necessary legal framework to secure salaries and manage state affairs. The proposal has been discussed with the Ministry of Finance to adopt the legislation, which will grant the government broad authorities to seek funding sources. This includes internal borrowing through the Central Bank of Iraq, as well as external borrowing from other countries and the World Bank, ensuring the continuity of government financial obligations.
